I need about 5 poster frames. The cheapest I could find was at Walmart for about $10. Any cheaper suggestions? Online shopping is okay for me too. My posters are 24″x36″
You are not going to get much, if any, lower on the price than that. I have also seen those frames at Wal Mart. They are ok, but hardly anything “elegant”. If you have a Hobby Lobby in your city, they have a large selection of open frames, including 24 x 36, (I know, I just bought one). These are often on sale at one half price, in fact, they seem to be on sale more often than not. Even at half price, they will cost a little more than the Wal Mart things, but you will have something much more unique and professional looking.
But you may not be wanting or needing anything of that nature, so I suggest you just get the Wal Mart frames. Anything you may find online is going to eat you up in shipping costs for something that size.

What’s the best, quickest, easiest way to do this and what tools will I need?
If I were doing it, I would use a drill to drill out as much of the middle as possible and then use a couple of very sharp wood chisels and a hammer to cut out the rest.
If you have access to a router, you could also route out much of the volume and then only use the chisel for the corners that the router could not do.
The importance of using very sharp chisels can not be over emphasized.
